## Open blockers
- The review worktree has no configured `Superbowl/.env`; Export Sales and role-matrix verification require the complete local database and test identities.
- Command-line MSBuild is missing `Microsoft.WebApplication.targets`; the merged branch still requires Debug and Release builds through Visual Studio or a complete Build Tools installation.
- Production username for the single SC Admin assignment has not yet been supplied.
